Abstract: The article analyzes the problems related to the definition of policies suitable for economic development and the difficulties in identifying effective administrative tools to make the implementation of these policies more effective. The issue is strongly influenced by the impact of the pandemic which inevitably has repercussions on the global social and economic structure. Must be taken into account the European and national interventions that in the last period have identified the measures to embank the crisis and to restart the economy. It is hoped that the policies for economic development are characterized by a strategic vision in a new declination of the planning activity by objectives and projects that is complemented and not opposed to the setting of state intervention in terms of pure sectoral regulation. The analysis of the new development policies is conducted by taking into consideration two closely related sectors such as industrial policy and administrative liberalization in the context of production activities
Abstract: L’articolo analizza i problemi relativi alla definizione di politiche idonee allo sviluppo economico e le difficoltà di individuare efficaci strumenti amministrativi per rendere più efficace l’attuazione di tali politiche. Il tema è fortemente influenzato dall’impatto della pandemia che ha inevitabili ricadute sulla struttura sociale ed economica globale. Si prendono in considerazione gli interventi europei e nazionali che nell’ultimo periodo hanno individuato le misure per arginare la crisi e per far ripartire l’economia. Viene auspicato che le politiche per lo sviluppo economico siano caratterizzate da visione strategica in una nuova declinazione dell’attività di programmazione per obiettivi e per progetti che si affianca e non si contrappone alla impostazione di un intervento dello Stato in termini di pura regolazione settoriale. L’analisi delle nuove politiche di sviluppo è condotta prendendo in considerazione due settori strettamente connessi come quello della politica industriale e delle liberalizzazioni amministrative nell’ambito delle attività produttive.
