Abstract: it is an essay on Self Government, in the perspective of the Law of the italian Constituition. It concerns the power, given to the Regions, to make rules by itself on special matters, like, for example, Education, Health, Environment. This implies a different and greater power, compared to ordinary Self government. Moreover, it implies a different policy, sometimes in opposition to the central Government. The main point is how to make it possible on a financial perspective view. The essay provides an analysis on the economic criteria of the «Standard cost». It gives some suggestions for improvement the criteria, in the perspective of constitutional general principles, in order to give strength and sustainability to the economic recovery.
