In the Economic European Community vocational training has not origin by cultural reasons, as could be those to improve the training standard of the Member State people, but by social and economic reasons: these are identify in the demands of the industrial process, firm organization and productive process. In analogy the training aims are not the raising of the educational standards of each individual but the promotion of job skills to became part of labour market. These causes and aims are indicated in the Treaty of Rome jet that established the European Community and are finding out in all the documents and legislation until the Treaty of Maastricht of the 1992.

Nella Comunità Economica Europea la formazione professionale non ha origine da ragioni culturali, come il miglioramento del livello di formazione delle persone degli Stati membri, ma da ragioni sociali ed economiche, in particolare le esigenze del processo industriale, l’organizzazione aziendale e il processo produttivo. In analogia con gli obiettivi di formazione gli obiettivi non sono l'innalzamento degli standard formativi di ciascun individuo, ma la promozione delle competenze professionali adeguate al mercato del lavoro. Queste cause e i relativi obiettivi si rinvengono già nel Trattato di Roma di istituzione della Comunità europea e sono rintracciabili in tutta la legislazione fino agli ultimi trattati, in particolare il Trattato di Maastricht. |
