The most recent EU policies appear to be increasingly oriented toward the effective recognition of the autonomy and equality of territorial cohesion in relation to economic and social cohesion. At the same time, European and national cohesion policies emphasize the need to adopt place-based approaches to address the critical issues stemming from territorial disparities. The concepts of place-based found in the literature, however, vary significantly and translate into different approaches to the challenges emerging from marginalized areas. This contribution, after proposing a reference concept of place-based, illustrates some relevant projects and practices concerning the Snai pilot area Alto Medio Sannio (Molise region), in order to verify in the light of the proposed place-based concept the approaches used within this context, emphasizing their limitations and opportunities.
Le politiche europee più recenti sembrano orientarsi più che in passato all’effettivo riconoscimento dell’autonomia e della pariteticità della coesione territoriale rispetto alla coesione economica e sociale. Al contempo, le politiche di coesione europee e nazionali sottolineano la necessità di utilizzare approcci place-based per superare le criticità derivanti dalle disparità territoriali. Le nozioni di place-based rilevabili in letteratura sono tuttavia significativamente diverse, e si traducono in differenti approcci alle questioni emergenti dalle aree marginalizzate. Il contributo, dopo aver proposto un concetto di place-based di riferimento, illustra alcuni rilevanti progetti e pratiche che interessano l’area pilota Snai Alto Medio Sannio (in Molise), allo scopo di verificare, alla luce del concetto di place-based proposto, gli approcci in essi utilizzati, evidenziandone limiti e opportunità
