The paper aims to analyze the legal measures put in place by the various States to deal with the spread of the SARS-CoV-2 pandemic. In particular, the purpose is to verify whether, despite the countless provisions, both hard law and soft law, put in place by different Countries, the legal responses have been substantially similar. Finally, we want to identify the underlying rationale legislative policies developed to manage the health emergency.
