18 MESI DI POLITICHE REGIONALI ANALISI ECONOMICA DELLA LEGISLAZIONE RELATIVA ALLE AUTONOMIE TERRITORIALI IN ITALIA

The paper is dedicated to the analysis of the Italian legislation concerning territorial autonomy during the period of the Covid-19 pandemic in the perspective of economic analysis. The health emergency has, in fact, stimulated new reflections on the matters subject to devolution to the Regions, with particular reference to the profiles concerning health, education and local public transport and has also offered important ideas on the path of so-called differentiated autonomy. In particular, the a. conducted the analysis in his dual role as a professor and as Minister for Regional Affairs and Autonomies during the pandemic.

Il contributo è dedicato all’analisi della legislazione riguardante le autonomie territoriali durante il periodo della pandemia da Covid-19 nella prospettiva dell’analisi economica. L’emergenza sanitaria ha, infatti, stimolato nuove riflessioni sulle materie oggetto di devoluzione alle Regioni, con particolare riferimento ai profili riguardanti la sanità, l’istruzione e il trasporto pubblico locale e ha offerto degli importanti spunti anche sul percorso dell’autonomia differenziata. Riflessioni che l’a. ha condotto nella sua duplice veste di studioso e, nel corso della pandemia, di Ministro per gli Affari Regionali e le Autonomie.
