The contribution proposes a survey of the main changes in the organisation of central government since the 1970s, and their relationship with the results of scientific reflection on the subject. Four constants emerge from the analysis: the lack of attention paid by legislators, administrators and political interlocutors to enhancing the progressively growing contribution of administrative science to reorganisation; the increasing technicalisation of many functions; the weakness of regional levels of government; and post-reform regulatory interventions that are dysfunctional with respect to the declared objective of containing public expenditure. Finally, the system's evolutionary trends are pushing towards the recognition and enhancement of emerging supranational public interests, the use of new technologies, the dissemination of best practices and the adoption of institutional mechanisms that ensure operational continuity between organisational science and the intervention of public institutions and interest groups.
Il contributo propone una ricognizione dei principali cambiamenti dell’organizzazione dell’amministrazione centrale, dagli anni Settanta del secolo scorso, e del rapporto con gli esiti della riflessione scientifica sulla materia. Dall’analisi emergono quattro costanti: la scarsa attenzione di legislatori, amministratori e interlocutori politici a valorizzare l’apporto progressivamente crescente della scienza dell’amministrazione sulla riorganizzazione; la crescente tecnicizzazione di molte funzioni; la debolezza dei livelli di governo regionale; gli interventi normativi post-riforma disfunzionali rispetto all’obiettivo dichiarato del contenimento della spesa pubblica. Le tendenze evolutive del sistema, infine, spingono verso il riconoscimento e la valorizzazione degli emergenti interessi pubblici sovranazionali, l’impiego delle nuove tecnologie, la diffusione delle best practice e l’adozione di meccanismi istituzionali che assicurino continuità operativa fra le scienze organizzative e l’intervento delle istituzioni pubbliche e dei gruppi di interesse.
