The paper goal is to illustrate a local re-enhancement project set up by some small municipalities of Matese that, from below and thanks to their administrative proactivity, have worked in synergy and in a view of local development, overcoming their differences and working out a development strategy for their area. The project is part of the National Inner Areas Strategy (SNAI), headed by Territorial Cohesion Agency, which aims at halting and reversing the negative demographic trends in Italian inner areas over the next decade. The pivotal purpose is to lessen depopulation by rebalancing the offer of basic services: school, health, mobility, digital network, tourism. Among the SNAI pilot areas in Molise we selected the Matese area, covering about 419 square kilometres with a total population of 20.572 units, and made of small mountain villages, rich in historical, archaeological and ethno-antropological remains, which represent the heart of the ancient Sannio. The purpose of the work is to illustrate how the strategy may represent a precious opportunity to experiment a "cultural" turning point in the approach to the issues and the revitalisation of these territories.
