Any form of planning should take simultaneously into account both the existing system of values in a given culture - in particular the "central" values - and the technological and general "context" conditions of the given culture. It is thus useless and even damaging to try, through planning, to propose or re-propose social practices that aren't sufficiently consistent with the particular system of values, the "central" values and the technological ones of a given culture. On the other hand, our present culture doesn't accept nor share unanimously "central" values. To a certain extent it is thus inevitable to promote through planning a more generalized affirmation of same "values". Nevertheless it is necessary to be conscious that not only they cannot be promoted through forms of social manipulation but also that they imply - as largely uncounscious assumptions that appear in a semi-automatic way - the use of planning forms that require an "aesthetic" type of sensibility, able to integrate science, art and technique.
