The gender equality in public administrations does not often appear as issue in the Italian public debate and there is a widespread belief that in public administrations, unlike in the private sector, the gap between women and men is fully closed. But is this really the case? How many women are there in the Italian public administration? What roles do they play? In which sectors are they employed? Do they earn as much as their male colleagues? In general, has gender equality been achieved in the public sector? This report aims to assess the position of women in the public sector in Italy in concrete terms; to identify the main problems and any gender-based inequalities; and to propose solutions, also taking into account the financial impact of these on administrations. To this end, first of all, data, regulations and practices relating to the presence and working conditions of women in Italian public administrations are analysed in the context of European directives. In particular, the overall percentage of women in public employment, the distribution between basic and top positions, the distribution by sectors, the pay gap, the use of reconciliation tools, the adoption of legislative measures and administrative actions on equality in public administration are taken as quantitative and qualitative measures for analysis and evaluation. As secondo, the comparison - on the basis of these same measures - with the EU institutions and with the administrations of other European Member States is then used to identify, where present, common trends in the various systems, both in terms of problems and solutions adopted. Finally, some reform proposals for Italy are formulated, also on the basis of foreign experiences that have proved effective.
Il tema della parità di genere nelle pubbliche amministrazioni non compare spesso nel dibattito pubblico ed è diffusa l’idea che nelle pubbliche amministrazioni, a differenza che nel settore privato, il divario tra donne e uomini sia pienamente colmato. Ma è proprio così? Quante sono le donne nella pubblica amministrazione italiana? Che ruoli ricoprono? In quali settori sono impiegate? Guadagnano come i loro colleghi uomini? In generale, nel settore pubblico può dirsi raggiunta la parità di genere? Il presente Rapporto si propone di valutare in concreto quale sia la posizione delle donne nel settore pubblico in Italia; di individuare i principali problemi e le eventuali disparità basate sul genere; e di proporre soluzioni, tenendo conto anche dell’impatto finanziario delle stesse sulle amministrazioni. A questo fine si analizzano, anzitutto, i dati, la normativa e le prassi relativi alla presenza e alle condizioni di lavoro delle donne nelle pubbliche amministrazioni italiane nel contesto delle direttive europee. In particolare, le percentuali complessive di presenza femminile nell’impiego pubblico, la distribuzione tra posizioni di base e di vertice, la ripartizione per settori, il differenziale retributivo, l’uso di strumenti di conciliazione, l’adozione di provvedimenti legislativi e azioni amministrative sulla parità nella pubblica amministrazione sono assunti come misure quantitative e qualitative per l’analisi e la valutazione. Il confronto – sulla base di queste stesse misure- con le istituzioni comunitarie e con le amministrazioni di altri Paesi europei viene, poi, utilizzato per individuare, ove presenti, tendenze comuni ai vari ordinamenti, sia in termini di problemi che di soluzioni adottate. Si formulano, infine, alcune proposte di riforma per l’Italia, anche sulla base delle esperienze straniere che si siano rivelate efficaci.
