The paper applies a methodology used for the qualitative and quantitative analysis of the purchasing processes in complex organizations. Specifically, the study refers to the purchase of rolling stock (vehicles ) on the part of European regional passenger transport operators. Aim of this work is the analysis of inter-organizational forms within which the relational dynamics between the buyers and the many stakeholders involved in purchasing decisions (suppliers , governments , consultants , regulators and certification agencies , etc.) are developed ( the methodology of stakeholder analysis ). The relationship dynamics are analysed through parameters describing the role played the process, the width of the relationship, the intensity of the relationship. The different combinations of parameters allow to isolate the main models of organizational behavior and decision-making adopted by the purchasing companies (formal-bureaucratic model , technocratic model , market model ). Finally the emerging inter-organizational models are compared with the organizational profiles of buyers, with particular regard to the degree of involvement , participation and decisional decentralization of internal managerial structures involved in procurement processes.
