Legislative decree n. 18/2012 required Italian public universities to adopt an accounting model based on full accrual accounting. The aim of this empirical study, conducted in 4 universities, was to determine whether and to what extent accrual accounting, through the budget, will improve the efficiency of universities. The analysis focuses on some factors affecting the management of universities, namely reduction of public funding, decrease of students enrollment and high personnel costs. Accrual accounting, which is an input for the programming and control system, allows a better use of available resources and improves transparency. However, empirical evidence is weak in universities because the latter still adhere to formal procedures and controls. The budget tends to be used only to authorize expenditures and is not yet considered as a programming tool of business management. Consequently, a new management culture should be fostered in universities.

Il D.Lgs. n. 18/2012 ha definito un particolare modello informativo-contabile per le università pubbliche italiane, basato sulla contabilità economico-patrimoniale. La ricerca, che ha riguardato quattro esempi di università statali, si propone di verificare se e come la contabilità economica, attraverso il budget, possa migliorare l’efficienza degli atenei. L’analisi è correlata ad alcuni fattori che influiscono sulla gestione delle università, quali la riduzione dei finanziamenti pubblici, la diminuzione degli studenti iscritti e l’elevato costo del personale. La contabilità economica, input del sistema di programmazione e controllo, permette un migliore utilizzo delle risorse e una maggiore trasparenza informativa. Tuttavia, il riscontro empirico è ancora debole negli atenei, tuttora legati a procedure e a controlli formali. Il budget tende ad essere impiegato unicamente per autorizzare le spese e non costituisce ancora uno strumento di sostanziale programmazione. È necessario, quindi, introdurre una nuova cultura gestionale e di controllo nelle università.
